Punjab farmers have 100% assured irrigation. They don’t believe in crop insurance. By the farmers or the Government. But if there are natural calamities, there is an uproar. Now when climate changes is there or patterns shift suddenly then we should not avoid crop insurance, there are lot of uncertainties around.now.
The considered opinion of experts is that to sow paddy nursery at this stage is not a university approved recommendation. Some farmers opine that new nurseries be planted.
Experts who have been associated with the University say that Data indicates not to transplant after 19th July There is no verified data beyond this data. results achieved by an odd farmer here there that too unverified cannot become university recommendation .
To become a university recommendation there has to be three years breeder’s data. Then the seed Is given to the Department of Agriculture along with one year more results of the breeder. Then with four year data the department of Agriculture and university experts sit together and finalise the recommendation to be included in the package of practice. One person’s data or observation cannot become university recommendation. It seems there are no studies about the yield of next crop sown so late after a late paddy season.
Incidentally there is no crop insurance in Punjab. This must be introduced whether private or the of the GOI., linked with the crop loan. The State May devise it’s own scheme but then avoid the inclusion of the GoI. And since the tenancy is high in Punjab - the landlords or many others do lease out their land at rather high rates- a system of ensuring crop loans at a concession and crop insurance to the lessee needs to be mooted and decided upon.
Actually , the farmers leasing out their land should be brought under tax nets. It has also become another heaven for tax- evasion !
